HOA and the CCR’s

The HOA should work on the owners behalf, not personal interpolation’s of the CCR’s.
I moved here in 1991 and was afraid of being in an HOA. So I asked the board what was the procedure for remodeling my home. The HOA’s comment was do anything you want as long as it is approved by the building department. So I did the remodel and no problems at all.
What changed? It is not the CCR’s (they have not changed). It is the Boards opinion-interpretation on how THEY think things should be.
We need to fix the meaning of the CCR’s. The rules for fines and actions should be voted on by the homeowners instead of personal preferences of the Board.
A 51% approval from owners can set standards for, Landscape maintenance, Parking, paint schemes, fencing, trash cans and many other items.
It seems that people who do not comply, nothing happens. The people who care about there property and are honest seem to get the most grief.
Does anyone else think the homeowners should be in control of the community?
